Cause: The "rotational" field in RootDeviceHints was not being handled properly. Consequence: If the "rotational" field was set for a RootDeviceHint the host can fail to provision Fix: Properky copy and check the rotational field in RootDeviceHints Result: Provisioning will succeed when using this field

Note that 4.8 is affected as well (but not 4.7 or earlier).

Upstream patch has merged. This will be need to be merged downstream and potentially backported to 4.10.
