Description of problem: Shows 404 on Environment nav in Developer console 


Version-Release number of selected component (if applicable): 4.11.0-0.nightly-2022-04-01-172551


How reproducible: Always


Steps to Reproduce:
1. go to developer perspective
2. Click on Environment in the nav


Actual results: shows 404


Expected results: should show relevant screen and not 404

We don't know yet how to reproduce this. Whoever pick this up just tries if everything works fine with GitOps operator.

Verified it on 4.11.0-0.nightly-2022-04-22-002610. And it works as expected.
